Bunker Survey Procedure

Bunker quantity is always said in Metric Ton (MT) because volume of oil changes according to the temperature, so it is always preferable to take bunker in weight which does not get changed with the change in temperature. But in actual scenario it's impossible to weigh the fuel oil physically. So we convert weight in to volume (m3). Bunker survey is carried out to measure and ascertain the quantity of Bunker on board at the specific time. This survey is produced the report that states the amount of bunker, usually Fuel Oil (FO) and Diesel Oil (DO), and sometimes Lubricating Oil (LO) is included. BUNKER CALCULATION It has been observed that even for such a simple procedure much headache is being taken. The bunker calculation is simple and needs the following: – Tank Sounding data and Tank Capacity Table. The Corrected Sounding means below is the sounding after correcting with vessel’s trim and list. – Temperature of Oil on Tanks. Bunker survey is carried out to measure and ascertain the quantity of Bunker on board at the specific time. What are Bunker Surveys? Why Do vessels require Bunker Surveys?

Bunker Surveys certify the quantities of oil products onboard vessels/ships and/or barges before and after the bunkering according procedures of API MPMS chapter 17.1, with Bunker survey of ICSurveys, our clients can expect unbiased reports and confidentiality.

Bunker Surveys are carried out for DELIVERY and RE-DELIVERY of vessel / ship purposes and also for Loss Control in supervision of loading/discharging of petroleum products by tankers or barges.

In addition, survey of Petroleum products of ICSurveys to certify quality, quantities of oils/chemical/gas carried on the Motor Tanker of vessel’s tanks during pumping from shore’s tanks to vessel’s tanks and pumping out from vessel’s tanks to shore’s tanks. The composite samples taken by surveyors of ICSurveys.

Below is a brief description of duties performed by our surveyors during every assignment.

Pre-delivery

  • Physical checking of ship’s draft markings and clinometers to ascertain correct trim and list for opening calculation.
  • Identify to Chief Engineer on boarding vessel, and request him to sign Pre-survey Acknowledgement.

  • Request for Chief Engineer bunker plan and confirm nominated bunkering tanks.
  • Identify all bunker fuel storage tanks location, sounding pipe position and reference height by inspecting tank calibration table and record it in Ship’s Measurement Report.
  • Thorough gauging and temperature checking of all ship’s fuel tanks including settling, service, overflow and drain tank together with Chief Engineer or representative as witness. Record all findings in Gauging Ticket.
  • Calculate pre-delivery volume in all tanks by applying trim and list correction and record it in opening readings of Ship’s Measurement Report.

  • Request bunker requisition form to confirm grade and bunker quantity ordered, rated bunker tanker pumping capacity, viscosity, density @ 15`C, flash point & water content of bunker to be supplied.
  • Identify all cargo tanks location, sounding pipe position and reference height by inspecting tank calibration table and record it in Bunker Tanker’s Measurement Report.
  • Complete and thorough inspection on all bunker tanker’s tanks inclusive of all non-cargo spaces and line system witness by Ship’s Chief Engineer or representative and the cargo officer.
  • Repeated gauging taken to prevent illegal transfer of oil between tanks during measurement.
  • Proper calculation of bunker quantities based on prevailing ASTM IP Petroleum Measurement Tables.
  • Measurement of oil temperature for volumetric correction.
  • Correction of bunker tanker’s trim & list for volumetric correction.
  • Checking presence of water before bunker delivery.
  • Record bunker tanker’s pre-delivery cargo tank quantity in the opening readings of Bunker Tanker’s Measurement Report
  • Post Delivery

  • When bunker has complete, surveyor will check bunker tanker’s draft markings and clinometers to ascertain correct trim and list.
  • Complete and thorough gauging of bunker tanker’s cargo tanks, non cargo tanks and line system witness by Ship’s Chief Engineer or representative and the cargo officer.
  • Record all findings in the closing readings in Bunker Tanker’s Measurement Report
  • Gauging of ship’s nominated tanks and recording it in closing readings of Ship’s Measurement Report.
  • Compute quantity delivered based on the supplier’s provided density.
  • Inform the Chief Engineer if quantity is different from the cargo officer calculated quantity or Bunker Delivery Note.
  • During Bunkering Operation

  • Continuous surveillance during and throughout the pumping operation.
  • Record all timing for bunker operation in the Survey Time Log.
  • Witnessing & collection of representative bunker samples ensuring that they are properly labeled sealed and distributed with acknowledgement by all parties.
  • Retention of bunker sample and dispatch of bunker sample to appointed independent laboratory for testing when required.
  • Record all information in Sample Witnessing And Receipt.
  • Ensuring proper reports, documentation of all measurement, calculation method, sampling method and distribution are submitted in good order.

    The bunker surveyor plays an important role in the bunker delivery process. It is always important to ensure that the right surveyor is appointed on behalf of owners or charterer.     In any survey program, our surveyors always ensure the knowledge of relevant C/P terms between owners & charterers in respect of vessel’s consumptions at sea & port, the position of Re-delivery, names of parties to be entered in the Re-delivery Certificate etc.
    Once tank dip/ullage is completed, the ROB of bunkers is calculated basis ullage/sounding of each tank corrected for the trim & list, gross observed volume (GOV).
    • We carry out Bunker Detective Survey to establish the actual bunker quantity onboard the vessel and comparing it with the vessel’s declared quantity.

    • Some times the bunkering company does not intend to supply a significant amount of fuel and include false information about the specific gravity of fueloil into the bunker delivery note. Our surveyors are always instructed to check the specific gravity of fuel oil.
    • As an additional element of control the unnecessary disputes after completion of the bunkering operation at Chittagong, Mongla, Matarbari or any project areas, we always prefer to take the measurements on the barge is a part of the followed procedure.
    • Charterers usually prefer to have the presence of extra fuel onboard compared to the declared quantity in the engine logbook. Once appointed for charterer, we always try to protect their interest.

    Panocean survey team is headed by master mariner and includes number of competent surveyors for carrying out an off-hire bunker survey at Chattogram and Mongla. On-Hire (Off-Hire) Bunker Survey is carried out onboard the vessel at the time of On or Off-Hire. In order to determine the fuel on board at the time of on or off-hire, the sounding is taken of all Bunker Fuel tanks including Heavy Fuel & Marine Diesel Oil. In most of the cases, charterer supply bunker at vessel during the charter period. The amount of fuel onboard observed during the time of the survey is adjusted for consumption and/or fuel oil received. Jointly signed (with vessel’s Chief Engr. and Master) bunker report is provided to the vessel at the time of the survey.

    IFO-180 CST, MGO is available at Chittagong. It is recommended to use JAMUNA for bunkering. Local bunkering companies are available. Bunker supplier should not be allowed to deal with the vessel’s official’s prior supply of bunker. Dip sample should be taken during bunkering. The qualified and honest surveyor should be used during bunkering and surveyor should not board with bunker supplier barge. The required bunker is available at Chittagong port. Bunker (IFO, MGO) is available here and can be supplied during discharging/loading operation. The price depends subject to supplier and quality.
